Chen et al. (2020, Journal of Cosmetic Dermatology, n=20, VISIA imaging pre/post-wash) measured sunscreen residue left on facial skin after a single wash. For water-resistant ('waterproof') sunscreen, residue was 59.3% ± 10.4% after water alone, 36.8% ± 8.8% after one wash with a foaming cleanser only, but only 5.8% ± 3.3% after a cleansing oil. This is the evidence basis for using an oil/balm-type first cleanse before a gentle second cleanser on days a water-resistant sunscreen (or waterproof makeup) was worn - cleanser alone left over 6x more residue than oil in this dataset.

For non-water-resistant (standard) sunscreen with no waterproof makeup, the same study found residue was 15.6% ± 6.1% after cleanser alone vs 13.4% ± 4.6% after cleansing oil - a small gap versus the waterproof-sunscreen comparison.
